Eligibility Criteria – Complete Information
The CM Punjab E-Bike Scheme 2026 is a golden opportunity for students. However, to benefit from this scheme, applicants must meet certain specific requirements. These requirements are important, and if you fail to meet even one of the mandatory conditions, you may not be eligible to apply.
Let’s understand all the eligibility requirements in detail.
Official Portal: Bikes.punjab.gov.pk
Eligibility Criteria – Complete List
1.Admission in an HEC-Recognized Institution
The first and most important requirement is that you must be a regular student enrolled in a degree college or university recognized by the Higher Education Commission (HEC).
This means:
✅ Your college or university must be recognized by HEC
✅ You must be a regular student
❌ Distance learning, online, evening, or correspondence programs are not eligible
✅ Students from both government and private institutions can apply
The scheme is intended for students with regular on-campus enrollment who attend their college or university physically rather than studying through online or distance-learning programs.
2. Punjab Domicile – Mandatory Requirement
Having a Punjab domicile is a mandatory requirement for this scheme.
| Domicile | Eligible? |
|---|---|
| Punjab | ✅ Yes |
| Sindh | ❌ No |
| Khyber Pakhtunkhwa (KPK) | ❌ No |
| Balochistan | ❌ No |
| Gilgit-Baltistan | ❌ No |
| Any other province | ❌ No |
If your domicile is from a province other than Punjab, you are not eligible for the scheme, even if you are currently studying in Punjab.
3. Motorcycle License or Learner’s Permit – Must Have
You must have a valid motorcycle driving license or learner’s permit.
Important points:
❌ A car driving license does not qualify
✅ The requirement is the same for both male and female students
✅ A valid learner’s permit is also acceptable
❌ You cannot simply apply first and obtain the license later if a valid license or learner’s permit is required at the time of application
Applicants who only have a car driving license cannot fulfill the motorcycle-license requirement.
4. No Registered Vehicle in Your Name
You must not already have a registered motorcycle or car in your own name.
| Vehicle Status | Eligible? |
|---|---|
| No registered vehicle in your name | ✅ Yes |
| Registered motorcycle in your name | ❌ No |
| Registered car in your name | ❌ No |
| Vehicle registered in a family member’s name | ✅ Yes, if it is not registered in your name |
If a vehicle belongs to your father, mother, brother, or another family member and is not registered in your name, this condition may still be satisfied.
5. One Bike Per Family Rule
This is another important condition: only one member of a family can benefit from the scheme.
| Scenario | Result |
|---|---|
| One brother applies | ✅ Eligible |
| Two brothers apply | ❌ Only one can receive a bike |
| Brother and sister both apply | ❌ Only one can receive a bike |
| Another family member has already received/applied for the scheme | ❌ A second family member cannot receive another bike |
If two siblings from the same family apply, both may not be able to receive bikes under the one-family-one-bike condition.
6. Age Limit – 16 to 35 Years
Applicants must be between 16 and 35 years of age.
| Age | Eligible? |
|---|---|
| 16 years | ✅ Yes |
| 35 years | ✅ Yes |
| 15 years 11 months | ❌ No |
| 36 years or above | ❌ No |
If you are 15 years and 11 months old and say, “I will turn 16 in one month,” you are still not eligible if the requirement is that you must already be 18 at the time of application.
7. Application Fee – Completely Free
The application process for the scheme is free. You should not pay any agent or unauthorized website for submitting your application.
If anyone asks you for money to submit your application, be careful. Use the official portal only and avoid unofficial websites or agents.
Eligibility Criteria – Quick Summary Table

Hidden Requirements – Questions You May Have
“My father owns a vehicle. Can I still apply?”
✅ Yes — if the vehicle is not registered in your name.
“I have a learner’s permit. Is it acceptable?”
✅ Yes — a valid learner’s permit may be acceptable where specified by the scheme.
“I have a Punjab domicile, but I am studying in another province. Can I apply?”
✅ The domicile requirement is based on having a Punjab domicile. Your place of study does not by itself change your domicile status.
“My brother has already applied. Can I also apply?”
❌ Under the one-bike-per-family condition, a second family member may not be eligible to receive another bike.
A Real Story: How One Student Almost Missed This Opportunity
Let me tell you about Usman, a 19-year-old student from Lahore. He was excited about the CM Punjab E-Bike Scheme. He had all his documents ready, including proof of enrollment and his Punjab domicile.
However, when he was preparing to apply, he realized that he did not have a motorcycle license. He initially thought, “I’ll apply now and get the license later.”Someone told him that this might work, but Usman decided to contact the helpline first. The Bank of Punjab representative explained that he needed to meet the required licensing condition at the time of application.Usman then obtained a learner’s permit and completed his application within the required period.
Lesson: Do not take the eligibility criteria lightly. Check every requirement carefully. If you are missing a mandatory condition, complete it first and then apply.
